Counting convicted felons and illegal aliens to stay in power is a new low for Solano Communist County.

They shouldn't count as more than three-fifths of a person.

Per the Constitution, all “persons” are counted for purposes of redistricting for Congressional districts. There’s no citizenship requirement.

I presume this is some sort of local redistricting?

That is the problem nationwide. The 2010 census counted everyone and is used as the basis for shifting Congressional seats and redistricting. The illegal population has an impact on our electoral system.
