The President also has the prerogative to obtain advice that will assist him in carrying out his constitutional responsibilities, and do so not only from executive branch officials and employees outside the White House, but also from advisers within it. Hell yes he does! He can "obtain advice" from whoever he damn well wants. But if he wants to pay them and give them authority, then he can damn well do so in a Constitutional manner with Congressional oversight.
