There is obviously a distinction. In the case of the transcript, you have the official issuer confirming the document as real. You could presumably get an investigator to go look at the public record and find it. They have a counterpart where they have converted the historical document to a computer entry which they have printed out for you (with the same entry data) and issued as a current official document.
Nothing on the COLB can be confirmed as real by anyone and it is almost certainly a photoshop manufactured document.
I will concede you could duplicate the U of W documents with photoshop but the U of W would tell you they weren't real.
Matter of fact, the circumstances and manner in which the U addressed the error about the August versus September issue ought to give you some comfort about the effort to preserve the actual record. Assuming the letter posted above is real, they are addressing circumstances in which they had given Corsi a letter attesting to the accuracy of the initial printout of the computer record reflecting conversion of the historical original entry transcript which computer conversion record is clearly in error. So they write this letter admitting error; describing why it happened; and describing the real facts; as we knew they existed. (By they way, I never talked to them. I have no idea what the impetus was to write the current letter--I have assumed you knew or made it happen although I have never thought to ask.)
Now their books of original entry might in fact have already been tampered with but what they are now saying is consistent only with the existence of one of the original old form transcripts in a binder. I remain on the position that it is difficult to see how that could have been created fraudulently but I am not going to say it is not possible.
