Ever hear of lobbying? Whose interests to representatives tend to protect?
But no, I'm not saying it was that way...
I'm saying very little research will lead anyone to connect the dots if they so choose. Geez, it took me 2 seconds to find the PBS-supported link I already posted supporting the conclusion, but maybe it's the only such link in the whole wide world.
