Children born to parents, regardless if one of them is American, fall under international citizenship laws 1st, US code second per treaties signed with the countries. In Obama’s case, he was British 1st, American second per the 1948 Nationality Act & the 1870 treaty with Great Britain. As far as Jindal’s citizenship, he falls under India's citizenship laws 1st as both his parents were here on temp student visas when he was born. They had no legal authority to consent to their child getting American citizenship, because they, themselves were not US citizens. Have you read the Constitution lately?
