So, our illustrious Sec. of State, Hillary Clinton, doesn’t think bombing and killing foreign citizens in their home country with or without an official declaration of war, constitutes a, “military attack”.

Why should she, when she didn't think doing the same thing to American citizens in their own country was a military attack, either?
