SAD was married to Lolo Soetoro when Obama’s SSN was issued. Hollister queried with “Barack Obama.” I’d have to guess that Obama was “Barry Soetoro” at that time. Of course, I have no idea. As I said earlier, I’m just throwing out stuff. Nobody knows the truth.
So why did he use Barack Obama on his alleged draft registration and in Punahou School since 5th grade?

On the SSN Verification Results web page, a table is displayed with the results for name and SSN verification requests submitted online. In addition, a tally is displayed showing the total number of:
•Records submitted,
•Failed,
•Deceased and
•Verified.
VERIFIED
The SSN submitted for verification matches SSA’s records.
•A “blank” Verification Results field = a verified SSN.
For security reasons, if the record has a “blank” Verification Results field, the first five (5) positions of the SSN will be masked with an “X”.
FAILED VERIFICATION
For security reasons, if the record has a verification code of 2, 3, 4 or 6, the first five (5) positions of the SSN will be masked with an “X”.

•1 = SSN not in file (never issued).
•2 = Name and DOB match; gender code does not match.

I can’t answer those questions without knowing more about the database and how it is used. I think some claim that Obama’s SSN belonged to a man born in 1890. If that were the case (and SSN are not re-issued,) then Hollister’s query should have returned a 5 or 6 as you suggested.
Perhaps his legal name was Soetoro after the adoption but he went by Obama because he started kindergarten as Obama. I have no idea.
