The extended Dunham family has been in the US since before the American Revolution. Surely, they’d have relatives in CT. It would be easy enough to apply using a relative’s address there, and have the card forwarded on to HI. Tho to what purpose is questionable. Who knows, maybe Madelyn’s family is rooted in CT and she wanted her grandson’s card issued from there. Everything about this man and his family is, to put it charitably, peculiar.
