Yes. Closing the so-called "gun show" loophole, that permits unsupervised transfer of firearms between citizen/residents. The idea being to obtain a back-door registry, for future confiscation, a generation or two in the future.
Here is their operational outline:
Step 1: All Transactions have to go through the Federal system
Step 2: All Transactions are recorded and a registration system initialized.
Step 3: All guns are banned and confiscated.
Each step will have to be preceded by a Crisis to get at least some on board for the next incremental and “Commonsense” step in the process.
