What type disaster could they be preparing for?

New Madris Fault bicentennial quake? Saw FEMA looking for alternative suppliers of energy to TX, AL, GA, SC, and NC, as well. Out to NC? I thought that was crazy. Then it dawned on me.... they are concerned that a NMZE would wack the Eastern Interconnect. No power, no central communications, no refrigeration, no working pumps, ...etc.

opps... typo. Make that New Madrid. For those interested, the article New Madrid may not be next provides some insight into Mian Liu's work examining how New Madrid fault may not be location of next great quake.

Remember, we Texans who are ‘independent of the grid!’ had to buy juice from Mexico while we were blacking out all over the state a few weeks ago, to tremendous frozen pipe damage.

The Texas Interconnect being self-sufficient isn’t true anymore.
