I think I have the hang of this now.
this is PS overlay at 50% opaque setting for each image. It is matched up on one set of "birthmark dots" near the 'raised seal'.
This ties the Daily KOS image and Factcheck images together via post-printing imaging (likely a scan of an original somewhere along the way. There are other such mappings of these "birthmarks dots". These "birthmark dots" did not come from the original print process of an actual COLB. This is why these documents are not authentic.
