This has been shown to occur on one and only one "Certification of Birth" that you believe is from the State of Hawaii. How is that a common occurrence? All I'm saying is that his argument that laser printers are unable to produce this "shadow" effect is false. And since that's all he's going on, the video is worthless and says nothing.

No, what you said was, "It seems like a common occurrence."
If so, then you should be able to show us numerous other COB's from the State of Hawaii that have this same problem.
