What a government decides with regard to the issue you bring up is NOT relevant. Israel has already done the very thing you mention.
THe ONLY issue at hand is this. What is the baby's Mother's citizenship and what is the Baby's Father's citizenship at the instant of the child's birth? Where was the child born? In the soil of his parent's nation? If the answer to these questions is singularly and solely that of United States Of America, then that child is a Natural Born Citizen of the United States.
What any other government decides retroactively or at any other time is utterly irrelevant. You could give us all citizenship on MARS, but it would not be relevant until you deliberately SOUGHT OUT that citizenship as an Adult. That is voluntary relinquishment of citizenship, and from that instant on forward, you would lose your Natural born Citizenship. It cannot ever be regained once lost, it cannot be retroactive. The only instant that matters is birth, and the instant you relinquish your citizenship to take up one of another Nation.

It is good that you see that the laws of other nations are not the ultimate source and arbiter of U.S. law and who will be a natural born citizen of our nation according to that law.
