In Washington, DC, the City Council has approved a law that owners of any house that has been unoccupied for a month have to pay a $250 vacant property fee, or get an exemption. There are various exemptions regarding construction permits, contract to sell, etc. The one that really takes the cake is the requirement to show utility usage. The preferred utility is water usage. If you are away for several months on vacation, in the Army, WORKING FOR YOUR CONGRESSMAN IN THE HOME DISTRICT, you will not be using water. Then you will have a much harder time proving that this is not a vacant property. Oh, SMALL DETAIL, if you do not get an exemption you will have to pay SIX times the regular tax.
The local water utility urges people to NOT waste water. An employee in the DC Permits office told a friend to just leave the water dribbling when they go away. Insane, hey, Congressman Tom McClintock, can you do something about this??? Please, please, please!!! Some of my elderly friends would like to go to Florida for the winter without getting a $40,000 tax bill, and then spending 6 months trying to get this corrected. For that matter some realtor friends would like to be able to sell a property without having the new owner bombarded with this stupidity while they are in the process of selling their old home and moving into the new VACANT one with NO water bills.
