In the present day Chicago case, they are talking about rip roaring winds streaming across Lake Michigan. These winds are coming from the Gigantic and Historic Winter storm running the heart of the nation. This storm is gaining energy from the high Polar Jet Stream winds. These rip roaring winds then lift moisture off the Lake surface up into the below freezing atmosphere. Then I guess you more or less end up with a wind full of little partially frozen chunks of ice.
Oh. I remember now. That is when it feels like your face is getting slammed by dozens of tiny needles. Yes. A lovely experience. Only felt it a couple of times.
