Yes as I read the HI statute (correct me if I’m wrong) if you are adopted the state issues a corrected BC with the new name and then seals the old BC in the records.
I still think if there is no long form BC then BHO just was not born in HI. What are the odds that he was the only kid born in HI in 1961 that for some reason did not get a BC? Its a reach.
