Grand Jury investigations and/or Congress can not determine the intent of the framers with regard to who is considered a "Natural Born Citizen."

And of course Speaker Boehner say's what he says. Do you, for a nano-second, believe that man has a spine? He's terrified to address the issue, like so many of the others.

You are correct that Grand Juries and Congressional Investigations cannot determine original intent but they can determine whether crimes or malfeasance was committed under ANY interpretation of who is a natural born citizen, such as a forgery, perjury or election fraud.

The Framers established a process to amend their thinking on any issue. The Framers made no provisions for women to vote, for a federal tax on personal income, for slaves to be emancipated or for the popular election of Senators, just to name a few issues. The 14th Amendment established only two categories of citizenship for “All Persons:” (1)born citizens and (2)naturalized citizens. Since 1865, the Supreme Court has not chosen to further define the term “natural born citizen” to distinquish it from the current term in US law “Citizen of the United States at birth.”

Having never met the new Speaker, I can’t speak for the state of his spine. He was asked a question, and he answered it with his point of view.
