Actually, I think the question is, why is he trying to fly on a South African passport, if he’s British.
I don’t think the suspicion is that he’s a terrorist, but that if he is allowed into the country, he might not leave.

I agree 100%. The grandparents seem to think that they can just whisk their grandkid off to a foreign country any time they want without a valid passport.
We're taking our kid on a Disney Cruise. We got him a valid US passport 2 years before the trip.
Otherwise, anyone from any country could enter the USA at any time on the pretense that they're "going to Disney".
