It is changing between two documents. One is the document Dan Ra^ther had to "prove" that Bush 43 was given special protection while in the TANG, the other was made with computer software not available in 1973. You will note that they are virtually identical, the differences are believed to be caused by copying and then copying the copy a number of times to make it look old.
