There were three Grand Juries as I understand it not eight. The Texas Criminal Statutes that DeLay was indicted under have been on the books in Texas for a long time and the ban against corporate money to state office holders goes back to 1905. Granted the two indictments using the Criminal Statues was a very unique application of those statutes, and as I understand it the first of its kind in Texas and may very well be reversed on appeal.
The indictment using the Election Code was thrown out by Judge Priest back in 2005 thus DeLay never went to trial on that count.
