well if the $75B collected was too much, and it was from all the folks who paid too much postage ($75 billion over 6+ years), then it does not belong to congress, it does not belong to the USPS CSRS coffers, it once ‘belonged’ to the people who bought ‘over-priced’ stamps. But good luck on the feds returning it to our pockets somehow.

Or, heaven forbid, since we have discovered that the USPS was $7B in the hole last year, it seems that using part of the $75B overrun for that would be a reasonable business decision. Probably not possible though.

but the skewed line of thought that thinks the $75B belongs to the USPS CSRS system must also think that in other instances where it is discovered that people are overcharged for a service, those people do not deserve their $$ back. Leading us back to:
