FWIW, the same source says:
“The complete rules followed in the classification of geographic and personal items for births are set forth in the unpublished instruction manual “Coding and Punching Geographic and Personal Particulars for Births Occurring in 1961, “ 1961.
So unless someone knows a very old Census worker who is a packrat, it seems unlikely we’ll unearth this instruction manual, as it is unlikely to be anywhere on-line.
