Rutan is good in points 3, 4, and 5. He is also accurate on politics in general. On 1 his argument is weak and based on talking points. He needs more original research or just leave it out or just say: CO2 is only dangerous based on unproven models. On 2, he is a bit stronger but still mishmashes his model critiques. The projective models are unproven for CAGW (the idea that the world will fry within 100 years) but the line-by-line atmospheric models are perfectly acceptable for showing that increases in CO2 generally cause warming of a benign amount, about 1 degree C. 3, 4, and 5 are good, but need some cleaning up (e.g. the five year downward trend in OHC is not significant so leave it out).
