Indeed. If these welfare programs are one level of government control then this imagined solution is another. What is done to "them" today is our future.
Back when I was in the Army I decided that experience was the closest I would come to living in a communist society.
The welfare state is the pit below the slope. If people are using food stamps, they should be using them to avoid starvation, nothing else. Make them acceptable only for sustenance and come down hard on people who misuse them.
