This is very bad in the short run, but might be something leading to good into the long term. By that I mean that if there are dangerous defects in the proposal (which I think most would say is true), then they are going to show up within two to three years and be an issue for Republicans to campaign on, especially those working to turf out RINOs who have supported the treaty.
Risky, but not every battle is won in a war. Mostly you need to win the last one.
