Forgetting Jindal for the moment. If this sentence truely reflects your view then it follows that you wouldn’t regard any child of naturalized citizens as an NBC. Is that true? That goes way beyond the “NBC requires 2 citizen parents” theory.
How, when, or why, the parents became American citizens is irrelevant. Whether native citizens, naturalized citizens, or natural born themselves, if both parents are American Citizens, their offspring are "Natural Born Citizens.
For example, IMHO although our sitting POTUS is not a Natural Born Citizen himself, his children are.
That is, if he is a citizen at all, he is either a "Native," citizen, or a naturalized citizen. Team Obama has spent millions to confuse the words "Native," and "Natural." It has worked for them, hence all the nonsense about "born in Hawaii."
