Could be, but it looked much more like an inquiry by IRS back to the applicant asking for more information required to meet the standards set for qualifying for nonprofit status (501(c)3.
This sort of thing is quite normal.

I don’t think asking if they support Israel is “normal.” These guys only found one other group (also a pro-Israel group) that was asked the question. Seems to me it’s pretty targeted.
