Kasich promised on the campaign trail to get his state out of the "renewable energy" racket that drives up utility rates for everyone. And (surprise!) he appears willing to keep it. Kasich needs encouragement, which might help other governors grow spines.

The GOP legislature can help by repealing the subsidies. Its also good politics. Voters will notice their lower electric bills, especially during the summer.

Ethanol, besides creating shortages and cost increases in foodstuffs and using substantial amounts of energy to manufacture and transport to market, is also an inferior fuel. I've heard and read this and I have my own experience to support that final claim.
A few years ago Vermont had still not begun adding ethanol to its gasoline and I, being a New York state resident, was able to use both “10% ethanol added” and “no ethanol gasoline” from time to time. I recall getting about 10% less mileage with the New York ethanol added gasoline, though my ability to measure was admittedly crude. In any case, at no time did I get greater gas mileage with the ethanol added product. My impression is that adding water to gasoline would produce similar mileage results to ethanol-adulterated gasoline.

I don't know why we don't utilize what is already there.

Kasich better watch his back or he could have a “free market” promoting Enron-esque fiasco on his hands.

The EPA stopped AMP from building a coal plant in Ohio (eastern part IIRC). As a sop, they sent a grant from the Energy Dept to install a natural gas pipeline instead. It is mildly bad economics to do so, but not nearly as bad as forcing them to use solar or windmills. Instead they (AMP) moved their proposed solar plant east where it will be built near me, a complete scam and it will be an expensive failure. But AMP gets their brownie points with the Feds and their free natural gas line. I just get higher electric rates (solar is 50% higher wholesale price with an automatic annual ratchet).
