A report posted today at a CNN website claims the "mystery missile launch" on Monday was actually a Chinese missile test. According to the report:
China flexed its military muscle Monday evening in the skies west of Los Angeles when a Chinese Navy Jin class ballistic missile nuclear submarine, deployed secretly from its underground home base on the south coast of Hainan island, launched an intercontinental ballistic missile from international waters off the southern California coast. WMR’s intelligence sources in Asia, including Japan, say the belief by the military commands in Asia and the intelligence services is that the Chinese decided to demonstrate to the United States its capabilities on the eve of the G-20 Summit in Seoul and the Asia-Pacific Economic Cooperation summit in Tokyo, where President Obama is scheduled to attend during his ten-day trip to Asia.
However, the report - placed on CNN's user-generated iReport site - has yet to be vetted or confirmed by CNN, and is full of un-named, unquoted sources. The only link provided goes to a site with basically the same report - again, with no corroboration.
The source of the report is one Wayne Madsen, who once claimed Wikileaks was a CIA operation, and that Al-Qaeda was a front for the military-industrial complex.
No other news organization is reporting the incident as part of a Chinese missile test at this time.
A much less sinister explanation is provided by a site called "Contrail Science".
According to a report at that site, the CBS camera crew probably captured Flight AWE808 from Hawaii to Phoenix, and the perspective of the the viewer made the contrail appear to be a ballistic missile being launched, possibly, from a submarine.
The site reports a very similar incident:

The plane was at 37,000 feet, cruise altitude, flying to PHX, all the other planes in the area were either on final, or on climb out, so they would not be making contrails like US808 was that day, and the next day. Very simple answer to your question.

I agree, and at any rate it is quite vexing that in this age of “information overload” there should be any question at all, one way or the other.
Think about the video from Channel 2, which was actually a video of the news anchors blabbing about the video playing in the background, of which we only actually saw a few seconds. Then of course there was video of them showing it to what’s-his-name - the old guy, and we saw almost none of this.
What about the raw video? How long was it? If it was a jet contrail, this would be very apparent from a few minutes of continuous tracking. And what about the testimony of the videographer? How much video did he take? How long did he watch? The whole thing is ridiculous and comes very close to a hoax perpetrated by the TV station, if indeed they are sitting on a longer video record, or other evidence, that makes the case clear.
To news people, nothing is real, everything is just a story.

Many very interesting posts there. I am only part way through them. They seem to have established that there was a NOTAM at that time not just afterwards as others have said.

Those times are UTC so by PST the NOTAM was on from 12:00 PST to 5:00 PST. It ended about the time the video was made.
Then why hasn’t the owners of that particular airline telling the MSM it was them and thus defusing the story of it being a missile?
Why have we not heard of passengers aboard the aircraft coming forward say on FOX, Twitter, or Facebook?
The more this gets talked about without statistical and overwhelming evidence be it CGI or a lame excuse as a sub hit the wrong button it just allows this to simmer like a coal mine fire.

Even if there is just a 10-20 % chance that this was a missile, why on Earth would anyone ignore it ? That behavior to me seems somewhat suicidal.
It is very simple. The “contrail” is heading west. It cannot physically appear to rise unless it headed east, If it had headed Eeast is would have been photographed by the helicopter going over LA.
The United States is weak. It’s military policies are impotent. We have women in combat roles and homosexuals allowed. We are dismantling our nuclear arsenal under the presidency of a egocentric communist.We are pretty much finished.

US cruise missiles travel slow. Only the Russians, Chinese and Indians have the super fast ones. We do not know the launch point or mechanism. Could have been launched from an aircraft. The helicopter pilot that took the video stated that he thought launch point was over the horizon.
The answer is in your question. Sure, there's lots of airplanes coming in and out of the LAX area. Aircraft bound for all those airports will have been descending and well below contrail altitudes for a long time by the time they get close.
I find it boring/beating a dead horse that there is yet another thread on comtrail vs. missile launch.

Well, for one, getting a foreign sub 35 miles offshore. This isn't ICE, or even Obama we are talking about but the US Navy and NSA. Have you ever heard of Ivy Bells, that was 30 years ago when the biggest computer the NSA had was less powerful than my Droid smartphone. Today, DIP (Defense Imagery Program) could show you a sardine swimming in those waters if you wanted.

Lets see the whole “around ten minutes” footage. Why isn’t that out there? Is the guy holding out for money? I can’t blame him, but it adds to the hype either way.
