In the run up to the next round of UN Climate Change Conferences, this next one at Cancun, Mexico at the end of this month, the UN has directly called for a cost to be placed on the emissions of Carbon (Dioxide) to help developing Countries combat Climate Change. There is now almost an air of desperation as they seek to replace the flawed Kyoto Protocol. Within that original Protocol was the direct cause of why this will be so difficult, if not impossible, and why a lot of Countries are now balking at trying to replace an already legally binding document, the Kyoto Protocol they all originally signed up to.
If given the choice between the EPA or the UN to defund it completely would be a difficult choice.
