Well... for starters Both Private and public sectors came together and compiled this listing. The criteria used included the following: educational attainment, net migration, projected population growth, regulatory and tort climate, incentives, government integrity, transportation and bond ratings job income and gross state product growth as well as unemployment and presence of big companies, projected job, income and gross state product growth as well as business openings/closings and venture capital investments. The quality of schools, health, crime, cost of living and poverty rates were also included.
That, and I would add illegal aliens not to mention how many welfare bums are present since they tend to be a very serious drag on the economy.
