You might as well move. California’s electorate seems to be Stuck On Stupid, and their legisl00ture is an admittedly good argument against repealing the accursed 17th Amendment.
As for the budget referendum, passing the budget on simple majorities is fine with me, with only one caveat: any tax increase needs a 2/3 vote in each house. With the disincentive to increase taxes may come the incentive to actually put together a slimmed-down budget that actually will pass, as opposed to the choo-choo wreck budget deliberations become under the current rules.
Oh, and any NEW tax would need a 2/3 vote in each house under my caveat as well. :-)
