I understand the reference to putting blacks on the porch (see "Porch Monkey") but not "Tinker". So I searched, and the same "newspaper" had this editorial by Wendi Thomas, about Cohen's opponent in the primary (I guess, in 2008): Tinker Lowers Bar in Ninth (2008), although in that case the "porch" comment was in a COMMENT, not the article:
Ms. Tinker needs to go back to the porch and wait for the check.Other articles also had comments like that:

Yes that was 2008, Tinker used the race card a lot. Turned off a lot of people.
