The proclamation called for the US to not only open its borders, but to also provide transportation assistance for those unable to get into the United States on their own. Does that mean we will have to put up signs in the desert that say "America This-a-way" in braille for blind "immigrants"?

Whats this the US has taken? Just because it developed a trading infrastructure consistent with it developing a political infrastructure that the OIC countries couldnt or couldnt figure out???
