Water costs the state nothing, it is a tax on consumers.

Water is a huge problem in Georgia, especially Atlanta. They have even contemplated trying to sue to sieze a portion of Tennessee to get more water (Something about a poorly drawn survey from the 1800s.) The State does pay a very large water bill, and these are practical changes to make. I’ve made similar changes in the office building I manage. But they are an expense that should be part of the normal maintenance budget complete with cost benefit analysis. It’s a dud as a campaign issue. The voters of Georgia don’t want to hear about more spending. They want to hear about cutting waste (the budget kind, not the bathroom kind).
