Lake Lanier supplies water to Georgia, Alabama and Florida. It is run by the Feds so the 3 states battle constantly over who gets what. The incident you refer to happened during the drought. Georgia wanted to slow the flow to keep the lake level up but Alabama said they needed a certain flow rate to get enough oxygen for oyster beds. There is also the charge that you can actually save more water by turning off your lights than using a low-flush toilets because a tremendous amount of water is used in the cooling towers of power plants. Supporters of the power plants call this a zero sum game because all of the water goes back into the air through evaporation but that doesn't do a thing for the lake. It's a terrible mess that shows no sign of improvement.
Atlanta should have been looking at building more reservoir capacity a decade ago and more so as to not be so dependent on the Corp of Engineers and their management of Lake Lanier / Buford Dam. Republicans need to get on the stick and lead on this issue.
