See my above as to the fact that there is no limit to cloture motions. Reid could have voted yes, the cloture motion could have failed, and he could have filed another cloture motion. Failed cloture does not kill the underlying item, it leaves it open for continued debate.

Look at the Senate Rules, Reid had to vote this way if he wanted to bring the motion back up.
