MANCHESTERManchester's board of mayor and aldermen met the first Tuesday of September, as they do every month. Acting as the legislative body of the City, you might expect that they had a lot to doand you'd be correct. Even so it may be surprising just how much they do.
During this session the aldermen passed what they called the consent agenda. The consent agenda is a single motion that includes all the recommend motions of the City's departments and subcommittees. The consent agenda was published as part of the agenda of the meeting, which amounts to a 336 page document. It included much about how Manchester allocates the $250 million that it spends annually. For example, the board agreed to accept $36,606 from the US department of Justice to establish a drug task force. Some issues were pulled from the consent agenda including a provision that would allocate over $800,000 to a fund for healthcare. A measure that would place signs on Maple and Beach Street encouraging all drivers to smile and informing them that there are speeding tickets ahead, even drivers who are under the speed limit, was also pulled.
The provision allocating the $800,000 was eventually passed by the board. At one point the Mayor Ted Gatsas looked puzzled when given the suggestion that the money could be applied to the tax rate. The measure that would establish more signs in Manchester was also passed, after debate.
