Changing Socio-Economic Contracting Preferences

The socio-economic preferences for contract awards are currently extended to service-disabled veteran owned small businesses (SDVOSB), businesses qualified under the Small Business Administration's 8(a) Business Development Program and businesses located in historically underutilized business zones (HUBZones). While businesses in each of these groups are entitled to special consideration for the award of federal contracts, the FAR only provides HUBZone businesses with mandatory preferences in contract awards exceeding the simplified acquisitions price threshhold, which currently stands at $100,000 and which will rise to $150,000 on October 1st of this year...

The Small Business Jobs Act, passed by the United States Senate on Thursday, is designed to provide parity between the three set-aside programs, giving service disabled veterans and small disadvantaged minority and women owned businesses the same level of entitlement to federal contracts enjoyed by HUBZone businesses, so that no single restricted competition program will have priority over the others.

Cutting through the gobbledygook, it seems that the Senate has voted to end the practice of making service disabled veterans take a back seat to slum businesses in the award of federal contracts.

I wonder if Obama will sign it if it makes it to his desk?
