To be fair, this is a standard tactic for anyone. The leaders of the Intelligent Design movement described basically the same tactic in their Wedge Document. Back in the 20s the Protestants tried to outlaw Catholic schools to make sure all kids grew up in WASP traditions through the public schools that they controlled.
