Lincoln was asserting that should the union not be preserved, the divided country could not survive.The Civil War proved one thing, a group of states can break off form their own National legislature, start an Army from scratch and immediacy fight a huge war. They can do this in less than 4 months.

They did not start an army from scratch. Many of the Confederate officers went to West Point. The Confederate Army mostly US Army units that changed flags. They had already been trained and armed by the US.
