the number of the returned absentee ballots and questioned ballots stood at 23,472 with more ballots coming in. And what in the heck are 'questioned ballots'? If 16,000 absentee ballots were mailed out, then they are claiming 7,472 'questioned ballots' exist. There is room for endless cheating in that number of ballots.

The questioned ballots are provisional ballots. They're the ones where people claim to be republicans and are not on the list or claim to be registered but not on the list. Since the SOS is a republican and a friend of Sarahs I wouldn't be concerned about them. I would be concerned with the fact that here are so many absentee ballots being returned.
Personally, I don't think anything should ever be announced until all ballots are in and counted.
