You believe legal immigration keeps Americans from having kids? I don't. Japan and Western European nations which have not permitted lots of immigration are also experiencing falling birth-rates - the reason most likely being that wealthier people choose to have fewer children. The phenomenon is even observable in those parts of India which are beginning to move out of poverty now - the birth-rate in parts of south India (where the tech boom has lifted millions into the middle class) has fallen below the replacement rate.
