I don't know who first said it but I know that Eldridge Cleaver wrote a book about it, saying that he switched from raping black women to raping white women for political reasons.

It still is the rally cry of liberals and activists who have never gotten over the 'sixties. One would think that 50 years of entitlements would have elevated the recipients of the country's largesse to a place where racism no longer holds water. It is unconscionable that it is still used.
