No. I worked at a Federal Records Center in Texas. At least 30 years ago there were something like 8 such facilities.
But an entire set of records is easier for me to believe as lost (inadvertently destroyed) than a single record of one person.
If only certain records of Stanley Anne Dunham or BHO or whoever were “lost”, I don’t think that would be an accident. It would mean someone went to incredible lengths to hide the real history of the Interloper in Chief.

It makes no sense that the mother's early passport application records have been destroyed with no archival.
