Youre right, it doesnt make sense from a drug gang point of view.
We're conditioned to assume all border violence is drug related. The drug legalization crowd wants it that way to support their position and the enforcement side wants it that way to keep the money flowing in.
I use the term "drug cartel" pretty sparingly these days and prefer to go with more accurate terms of "terrorist", "invader", or "organized crime".

Exactly. This isn’t a drug related action, at least not primarily. It is a reconquista aka armed invasion action, in this case a probing action to measure the response of US and Texas authorities.
The reconquistas will configure their next action accordingly.
IOW, this is literally an act in preparation for actual low-intensity war.
