Yes, I'm aware that Sessions was fired the day before the death. And Louis Freeh was nominated by Clinton to replace him in a WH ceremony which Foster himself attended on the morning of his death.

As for the Park Police, it is very possible that the body was dumped on a property within their jurisdiction by calculated plan. The Park Police aren't too well schooled in homicide investigations.

Incidentally, nearly eight years later, Chandra Levy was killed and her body was also found in a location under the jurisdiction of the Park Police, but in that case, investigation was done by the DC police.

Hard to explain why the Park Police was the lead agency on the Foster case and not on the Levy case.
