Here's what you should do:
Find every islamic center in Texas. There are many; basically no place is too small to have one.
The islamic center is really a local seat of government for muslims. It is run on sharia principles, and is linked into the state and federal government. It has a number of services: employment service for muslims, social services, scools. The schools are at least part madrassa, giving islamic training. The madrassa is also the center of sharia. The schools are all hooked into the department of education. With me so far?
The scools are also serving non-muslims in the center's region. They price these services so that they're attractive to low-income families and single parents.
The madrassa will take pupils as young as 1-2 years of age, making them also cheap daycare facilities, with muslim indoctrination.
Anyway, as I said, I'm just stepping thru data from 2008, and I don't have all Texas data online yet. But here's one fairly typical one:

Remember, there's no place so small that it will not have one of these, or within spitting distance. The run of building these things seems to have been from 1995-6 to roughly 2000. They're now building redundancy and expanding.
