The M113 has been largely replaced in the US inventory by more modern vehicles so it's not like we're giving away front line stuff.

This is all equipment that we are replacing and junking.
With our EPA restrictions, it is cheaper to give it away than it is to scrap it...

PS They are already maxing out thier budget buying mostly US. Bell 407s, 35m PBs, C130J, F16, M1A1, etc...
