One other thing everyone needs to keep in mind here, is the timing of all this. The PR escalation of this event may be a result of a dirty tricks effort by Tipper's divorce lawyers. The stakes are high and she is playing to win.

It could be a shot across the bow. Knuckle under to the settlement tipper wants or expect more of the same....

Then why wouldn’t she have gone after him IMMEDIATELY in 2006?

And what does she gain by coming forward now? NE didn’t pay her and once the story’s public, she’s entirely lost any negotiating leverage.

I think she was in a no-win situation similar to Juanita Broaddrick’s, went back-and-forth about what to do about it and ultimately in the face of refusal by LE to proceed with further investigation, felt like she had to make the story public. If Al Gore paid her off to go away now, he’d essentially be admitting the story’s truth.
